What is roof decking?
The wooden surface under everything else on the roof, which nobody sees until the shingles come off and which decides whether the new roof has anything solid to hold on to.

Roof decking — the structural surface — today almost always plywood or oriented strand board panels, in older houses sawn boards — fastened over the rafters or trusses to carry the roof covering, its underlayment and the loads on them; the IBC's definition of "roof deck" covers the surface but not the framing that supports it, and the 2021 IRC, Section R803 sets the rules for wood roof sheathing.
What it is
Sheathing turns a skeleton of rafters into a surface. Panels of plywood or OSB are laid across the rafters with their long edge perpendicular to the framing, staggered, and nailed at a schedule the code sets; on wider rafter spacings, metal edge clips stiffen the unsupported joints. The IRC, Section R803 sets minimum thicknesses by rafter spacing and requires panels to carry a grade stamp, and APA – The Engineered Wood Association issues the span ratings on those stamps that tell an installer which panel is fit for which spacing.
"Deck" is the trade's word for the finished surface; "sheathing" is the material that makes it. Older houses may have plank decking — boards, sometimes with gaps — which some shingle manufacturers will not warrant without an overlay of panels, and which is a frequent surprise on the first day of a re-roof.
Why it matters
Every nail in the roof ends in the deck. Delaminated, rotted or soft sheathing holds no fastener, and a shingle that is not fastened is a shingle that leaves in the next wind. The deck also matters after the covering is gone: the IBHS FORTIFIED Roof standard requires the deck to be fastened with ring-shank nails and its seams sealed, because a sealed deck keeps most of the water out of a house whose shingles have blown off.
Rot is found at the edges and around penetrations first — the eaves, below a failed pipe boot, under a bad valley, behind a chimney. It is discovered from inside (staining on the underside in the attic, softness underfoot for the crew) and confirmed once the covering is off. A contract that names the price per panel for replacing bad decking, before the tear-off, is the honest way to handle it.
What it costs and who does it
On a re-roof, decking replacement is priced per panel (usually a 4-by-8-foot sheet) as an allowance or a unit rate written into the contract, because nobody knows how many panels are bad until the shingles are off; a full re-deck of a plank roof is a separate line priced by the square.
